Reproducibility release accompanying the manuscript: “Risk-constrained prioritization quantifies a trade-off between recurrent and first-observed exceedance detection in regulatory water-quality monitoring.” This release contains the analysis code, frozen Phase 1B.1 models and method specification, regulatory-history audit code, Phase 1D national evaluation and reporting workflows, sealed pre-outcome national predictions, provenance manifests, manuscript source tables, figures, and verification utilities. The archived workflow supports integrity and numerical audit, targeted verification of the versioned Phase 1B.1 reporting-helper correction, and full staged reconstruction from official U.S. EPA ECHO/ICIS-NPDES source downloads. The reporting-helper correction repairs a local-variable initialization omission and does not alter candidate construction, model fitting or scores, allocation, selected candidates, event definitions, denominators, or the numerical results reported in the accompanying manuscript. Raw EPA DMR and Permit Limit archives and large intermediate DuckDB databases are not redistributed.
