Risk-constrained monitoring: reproducibility release

Reproducibility release accompanying the manuscript: “Risk-constrained prioritization quantifies a trade-off between recurrent and first-observed exceedance detection in regulatory water-quality monitoring.” This release contains the analysis code, frozen Phase 1B.1 models and method specification, regulatory-history audit code, Phase 1D national evaluation and reporting workflows, sealed pre-outcome national predictions, provenance manifests, manuscript source tables, figures, and verification utilities. The archived workflow supports integrity and numerical audit, targeted verification of the versioned Phase 1B.1 reporting-helper correction, and full staged reconstruction from official U.S. EPA ECHO/ICIS-NPDES source downloads. The reporting-helper correction repairs a local-variable initialization omission and does not alter candidate construction, model fitting or scores, allocation, selected candidates, event definitions, denominators, or the numerical results reported in the accompanying manuscript. Raw EPA DMR and Permit Limit archives and large intermediate DuckDB databases are not redistributed. Official source URLs, timestamps, byte sizes, and cryptographic hashes are provided in the provenance records. Version 1.1.0 update. This release adds Supplementary Table S1 model-performance source materials, Supplementary Table S2 development-selection and post-primary K and τ sensitivity source materials, and a deterministic Phase 1B.1 reproducibility implementation and audit. The deterministic implementation produced byte-identical outputs across two independent clean runs for all 40 prespecified audit artifacts and retained the E4/R1 model choices and the K=5, τ=0.95 allocation setting. It is provided as a reproducibility-audit implementation and does not supersede the historical scientific freeze used for the locked external and national analyses. Historical frozen models and sealed external and national prediction artifacts are retained unchanged. Version: 1.1.0License: MIT
