Decision-making and digital governance in a German small-town administration

Implementing digital and data-based approaches to urban development remains challenging for small municipalities. To better understand digitalization-related decision-making in local government, we conducted a longitudinal interview case study in a German small town. Preliminary findings indicate that local digital governance is shaped by both rational logics and actors’ individual opinions, competencies, and agendas. The findings will be interpreted through the lens of organizational decision-making and sensemaking.
