GOPAL: the Rego policy library for AI compliance

GOPAL encodes AI-governance requirements as executable Open Policy Agent policies written in Rego, covering the EU AI Act, the UK AI framework, NIST AI RMF, aviation safety standards, financial services, education, healthcare and legal practice. Each policy cites the provision it enforces and ships with tests, and per-article coverage matrices state what is implemented and what is not, so the library can be audited rather than trusted. 91 policies reach a verdict, backed by 806 tests; every policy is required by CI to have a test and to deny an empty input. Evaluation runs in any OPA installation with no service dependency and nothing of the caller's data leaving their environment.
