Assessment of Critical Success Factors for US Transportation Public-Private Partnership Projects

Public infrastructure development projects through public-private partnerships (PPPs) have been used to remedy lack of funding availability and improve the efficiency of project delivery. Although PPPs have been used for more than four decades in the US, their adoption has been limited due to factors such as state-level legislative differences, complex procurement, and sophisticated long-term decision making. The purpose of this study is to identify and analyze the critical success factors (CSFs) for PPP projects using the relative importance index (RII) method. Thirty-six CSFs were identified through content analysis of the literature review, categorized into five groups, and a set of questionnaires was sent out to US transportation PPP industry experts. The CSFs were quantified using the RII method to determine their importance, and the ranking was demonstrated according to their importance level on PPPs. Analysis of the collected data revealed the four most important CSFs to be “reliable cash-flow determination and projections,” “government (local) support,” “political support,” and “favorable legal frameworks.” The identified CSFs can provide a better understanding of project performances, play a significant role in implementing improvement measures, and help to develop better strategies for future projects.
