Abstract Karnataka has developed a strong democratic political system supported by constitutional governance and an extensive framework of local self-government. This paper examines the political structure of the state and the role of local administration in promoting decentralized governance and effective public service delivery. It discusses the constitutional framework comprising the Governor, Chief Minister, Council of Ministers, Legislature, and Judiciary, along with the functioning of rural and urban local bodies under the Karnataka Panchayat Raj system. The study also highlights the major challenges faced by local administration, including financial constraints, rapid urbanization, political interference, uneven administrative capacity, and environmental concerns. Further, it examines recent administrative reforms emphasizing e-governance, digital service delivery, transparency, citizen participation, and improved fiscal management. The paper concludes that strengthening financial autonomy, accountability, participatory governance, and technological innovation is essential for enhancing service delivery and deepening grassroots democracy in Karnataka.
