Ethical Challenges in the Communication of Public Health Policies

Public health policy communication involves ethical dilemmas that are continuously reshaped by technological transformations and evolving social contexts. The complexity of contemporary communication environments highlights the tension between individual autonomy and collective benefit, requiring ethical frameworks to guide responsible practices. Five interconnected dimensions are central to ethical public health communication: transparency and accountability; equity, social justice, and health literacy; the boundary between persuasion and manipulation; infodemic management and digital ethics; and meaningful public participation. Together, these dimensions support a coherent ethical model applicable to contemporary governance contexts. Ethical communication extends beyond legal compliance, requiring commitment to human dignity, inclusion, and social justice. Trust emerges as a cross-cutting mechanism, generated through integrity in practice and enabling communication to foster protective public health behaviours.
