This public deliverable reports the stakeholder engagement and co-creation activities carried out across the seven IMPETUS Demonstration Sites up to Month 48. It summarises how regional stakeholders—including public authorities, research organisations, businesses, utilities, civil society and local communities—contributed to the development and validation of climate adaptation solutions, Resilience Knowledge Boosters, Adaptation Pathways and Innovation Packages. The report includes updated Theories of Change, stakeholder engagement and communication roadmaps, quantitative and qualitative monitoring of engagement activities, and reflections on lessons learned across the seven regions. It shows how early and continuous stakeholder involvement helped improve the relevance, usability and legitimacy of technical solutions and supported their integration into regional planning and governance processes. The deliverable also identifies key conditions for effective stakeholder engagement, including continuity, trust-building, flexible engagement formats, alignment with existing governance processes, and the need to better include marginalised and underrepresented groups. Overall, it highlights the human dimension of the Resilience Knowledge Boosters as a central legacy of IMPETUS and as an important foundation for the long-term uptake of regional climate adaptation strategies.
