Living Cipher Analysis 003 examines sovereign clinical compute as an architecture and capital-allocation problem. It develops a quantitative framework for deciding how consequential clinical-AI infrastructure should be partitioned across edge, regional, cloud, FPGA, and custom-silicon substrates, and how non-recurring engineering (NRE), deployment economics, dependency, reversibility, and strategic control affect those decisions. The analysis connects technical architecture to infrastructure sovereignty by asking not only where computation should execute, but which capabilities, dependencies, and economic rents remain locally controllable as systems scale. It provides a structured basis for evaluating programmable versus fixed silicon, infrastructure investment, technology partnerships, and long-term computational sovereignty in emerging clinical-AI systems.
