The STEM achievement gap remains a structural barrier that continues to limit equitable access to education despite repeated reforms. This chapter introduces Justice by Design (JbD) as a proactive leadership framework that helps school administrators and policy leaders integrate adaptive learning into systemic reform. JbD argues that technology alone cannot reduce inequality; its impact depends on active leadership, strict governance, and equity-centered implementation. The framework requires adaptive technologies to be reviewed for algorithmic bias, data justice, and ethical risk, while also equipping teachers with a Universal Design for Learning (UDL) roadmap to support manageable differentiation and a shift from traditional lecturing to equity-centered mentorship. By linking leadership, governance, UDL, and adaptive systems, JbD positions educational technology as a tool for reducing gaps, protecting learners, and expanding equitable access and social mobility in STEM education.
