Mechanism paper. No number is derived and no quantitative prediction is registered — stated in the abstract and again in Section 6. The sump hierarchy of this series resolves galactic dynamics without a dark-matter particle into a universal background a 0 (T 1 ), a coherent central enhancement (T 2 *), and an incoherent stellar term (T 2 ). The T 2 * term is confirmed against SPARC and resolves rotation-curve diversity, but has never been given physical content: the series says that a central mass enhances the field inside a coherence zone and how large the zone is, not what the central mass does to the medium in between . This paper supplies that mechanism. A graviton crossing a standing wave drives it. Mass is focal deceleration — a standing shear wave — and a graviton is a transverse-traceless shear wave of the same medium; every mass is a persistent source, since the potential V = −GM/r is the standing wave formed by the brane ringing outward and the return echo; and the graviton is a bulk object, so the brane's own motion enters the kinematics. Driving, not deepening, is the correct operation. The auxetic ν = −1 brane carries a protection theorem — an isotropic perturbation gives net effect on the gradient zero — which is how the framework shields the electroweak scale from Planck-scale loops. A permanent deepening would violate it; a driven response does not. Its mean displacement vanishes identically while its time-averaged energy is strictly positive, and because energy is quadratic in amplitude the required rectification is automatic rather than postulated. The protection theorem constrains the static equilibrium ; a driven-dissipative steady state is a different state, sustained only while the driving lasts. Mode overlap is an identity rather than a condition: a graviton is a ripple of a standing wave that reached the AdS surface and reflected back, so driver and driven are the same excitation of the same medium. The coherence structure then follows — responses add in amplitude near the source and in energy beyond it, which is the T 2 */T 2 split, obtained rather than imported from the magnetic-resonance analogy that named it. One structural consequence is noted: because what is driven depends on what is there, T 2 * cannot be a universal function of M BH and r alone. Contingent throughout on the established OOB framework. The framework runs on one dimensionless free parameter, δM/M ≈ 6×10 -10 (Paper CCCXLVII), with the electroweak scale a measured anchor (Paper CCCXLIX). Section 6 states explicitly what is not derived: the driving coefficient, the coherence radius, curvature corrections, any anomaly, and any numerical coincidence.
