The article explores the features of the Russian model of the social state in the context of the problem of social inequality. It shows that beside an inefficient system of social benefits in Russia another element of the social state, the redistribution of state land property by free of charge land lot allotment to a number of categories of citizens and legal entities is implemented consistently. The grounds and procedure for granting free of charge land plots to citizens and their associations from state ownership are studied in detail. We analyze the effectiveness of all grounds existing in Russia for free transfer of state land plots into private ownership, and show the inequality of real demand for them. We argue that the procedures of transferring state land plots into private ownership provided for by the land legislation are a continuation of similar Soviet land policy. The measures taken are unable to solve the problem of social inequality in Russia, but do mitigate its acuteness, allowing citizens to provide themselves with food in the conditions of economic crisis.
