ABSTRACT The study examines the vulnerability of critical infrastructure to hybrid threats, including cyberattacks, sabotage, disinformation, economic coercion, and health crises. Using the Bundibugyo Ebola outbreak of May 2026 as a case study, it demonstrates that a natural crisis can become a strategic tool when it intersects with preexisting weaknesses in surveillance, expertise, and information management. The study recommends that the DRC strengthen its resilience through the mapping of vital infrastructure, cybersecurity, network diversification, regional cooperation, and technological sovereignty.
