Astronomy is a technologically limited science, with x-ray astronomy providing an extreme example. Advancement of the field requires ever more sensitive observations of the universe and the systems that make these measurements are by necessity novel and developmental in some way. The funders and evaluators of these new systems demand, rightly, some level of accuracy and believability in the cost and schedule resources needed. To make these cost and schedule predictions cost models are use, which are based on interpolation. This means that the novel aspects of the design of the mission have no cost history. This paper will review recent work on how to “make the case” that future systems are producible and identify strategies to collect and use the needed data to secure the funding that powers advancement of the field. This presentation is based on the work for the development of causal cost methodology over the last decade.
