This report conducts a clause-by-clause constitutional translation audit of the Constitution of Sierra Leone (Amendment) Bill, 2025. It traces proposed constitutional changes through the reform record, including the Constitutional Review Committee recommendations, Government White Papers, subsequent review and consultation processes, and the text ultimately presented in the Bill. The audit distinguishes documentary provenance from constitutional evaluation. It identifies where recommendations were adopted, modified, partially translated, omitted, or supplemented by provisions whose documentary lineage requires further explanation. Particular attention is given to electoral reform, presidential elections, parliamentary representation, political participation, Electoral Commission governance, and women's inclusion. The report is designed as a non-partisan public accountability instrument: to enable Parliament, civil society, researchers and citizens to compare what was recommended, what was subsequently agreed or consulted upon, and what the proposed constitutional text actually provides.
