A History of High-Power Pulses in Romanian Research From Măgurele (1979) to Depolarized Ferroelectrics (2026) A documentary synthesis

This article reconstructs, on the basis of available publications, patents and institutional records, the history of Romanian research in high-power pulse generation, dense plasma physics (plasma focus) and magnetic flux-compression generators, from 1979 to 2026. The record shows an unbroken institutional continuity — from the plasma-focus program of the Central Institute of Physics in Măgurele (Ursu, Zoita, Novac, Ludu, Baltog, Ganciu, Zambreanu, 1979–1991), through the international divergence of the 1990s, to the recent convergence (2020–2026) around ferroelectric high-voltage pulse-generation mechanisms developed by Mihai Ganciu together with Andrei Ludu, one of the original co-authors from the Ursu team. Particular attention is given to the Cruise Effect (1994), a distinct and, on present evidence, individually attributable contribution by Ganciu within this broader lineage — independently confirmed by Carl B. Collins’s 1997 letter — and to two applied technologies that carried Romanian pulsed-power expertise into industrial use: preionized HiPIMS magnetron sputtering and atomic-nitrogen generation for decontamination. The article also documents Ganciu’s subsequent institutional career at NILPRP (1980–2020), his contracted work for the US Air Force / EOARD and the European Space Agency, and the 2026 ferroelectric pulsed-power platform (Ferrodynamics/Detonal) now under DARPA evaluation.
