Science and technology policy exchanges and trainings are important components of advancing the Belt and Road Initiative and implementing the Belt and Road Science, Technology, and Innovation Cooperation Action Plan. They hold significant value in promoting science and technology innovation cooperation under the Belt and Road framework, enhancing resilience to challenges, and collectively achieving sustainable development. Based on an analysis of the background, functions, and common concerns in science and technology innovation policy exchanges and trainings, this paper takes the over-a-decade-long practices of the International Research and Training Center for Science and Technology Strategy under the auspices of UNESCO as a case study. It summarizes the institutional mechanisms, including a structured organizational system, high-level research reserves, multi-tiered cooperation networks, as well as theme selection, training management, and back-up supports. Aiming to meet the common needs for future development and enhanced resilience, this paper proposes insights on synergy building, demand exploration, information sharing, and financial support.
