The impact on UK research caused by delays in Research Data Contracting could be up to £35 million per year, or the equivalent of 500 full time data scientists. Efficient and trusted routes to research data access underpin modern research, and Research Data Contracts are critical to these mechanisms. Without effective research data contracting, investment in federated Digital Research Infrastructure, and consequent delivery of ambitions in AI, data-intensive research, cannot realise its full value. Despite this, research data contracting remains an often-overlooked component of the UK research ecosystem.Delays in contracting directly impact research productivity, collaboration, innovation and the effective use of digital research infrastructure. The challenge extends far beyond legal processes. Delays arise from a combination of legal, governance, technical, organisational, policy and communication factors, involving a diverse range of stakeholders.ACCoRD – A Community for Contract Regulation for Data - moves our understanding of research data contracting from anecdote to insight. ACCoRD is the first initiative to systematically examine research data contracting across an extended stakeholder base.Through surveys, workshops and community engagement, the project has developed a systematic evidence base describing current practice, challenges, bottlenecks and examples of good practice.We have:Engaged with over 180 stakeholders to establish a unique cross-sector community of stakeholders including: researchers, legal practitioners, research managers, contracts specialists, information governance professionals, data stewards, infrastructure providers and funders.Developed six evidence pillars to describe our key findings – covering challenges and good practice across: Communication and Engagement, Governance, Policy and Procedures, Training and Guidance, Measuring Risk, and Automation and Tools.Identified nine (9) interconnected recommendations to improve research data contracting at both institutional and national levels.We acknowledge the support of the National Federated Compute Services who have funded this work through the Engineering and Physical Sciences Research Council (EPSRC) under Grant No. EP/Z534493/1
