In Washington, DC, the Anacostia Force Main (AFM) is a 108-in. prestressed concrete cylinder pipe (PCCP) extending over 33,000 LF and conveying approximately 244 MGD of wastewater from the Washington Suburban Sanitary Commission (WSSC) to DC Water’s Blue Plains Advanced Wastewater Treatment Plant. As a critical regional asset, failure of the AFM presents significant risk to surrounding communities, infrastructure, and natural resources. As this line had experienced a previous crown collapse, DC Water had initiated proactive rehabilitation planning; however, a second pipe collapse in July 2025 preempted the planned program and required immediate emergency response. System hydraulics did not allow for bypass, and shutdown windows were limited to four overnight hours, while debris accumulation and wet weather conditions further complicated repairs. This paper describes the collapse and emergency response, including condition assessment, options analysis, repair design, wet weather planning, and implementation of a unique repair solution utilizing helical piles, a custom steel section, and reinforced concrete encasement.
