Value of Health Data and Valuation Approaches: A Scoping Review Protocol (Preprint)

BACKGROUND Health data are increasingly recognized as a strategic asset for health systems, with potential value for patients, healthcare providers, researchers, policymakers, and society. However, evidence on value of health data, and how this value is assessed or quantified, remains limited and fragmented across disciplines and settings. OBJECTIVE This scoping review aims to map existing evidence on the value of health data and identify approaches used to assess or quantify value of health data METHODS The review will follow Arksey and O’Malley’s framework, refined by Levac et al., and results will be reported in line with PRISMA-ScR guidelines. Literature searches will be conducted in PubMed, Web of Science, EconLit, Embase, ProQuest, Google scholar supplemented by grey literature and reference list searches. Eligible studies will include peer-reviewed and credible grey literature published in English between 2010 and 2025. Data will be charted on study characteristics, reported benefits, valuation approaches including: methods and frameworks, and key findings. Results will be synthesized narratively and presented in summary tables and graphs. RESULTS The protocol was registered in Open Science Framework (OSF) in March 2026 and updated in July 2026. Findings from the review are expected to be submitted for publication in late 2026. CONCLUSIONS This review will provide a comprehensive overview of how the value of health data has been conceptualized, reported, and assessed across settings.
