Resource nationalism(s) for whom? Agential constructivist insights from Botswana's diamond sector

This study of Botswana's diamond sector employs an agential constructivist approach in order to shed light on several questions pertaining to resource nationalism. Historical context and legacy both matter, as does the symbolic importance of a mineral in question—which are all vital considerations for agential constructivism. Further, the unique characteristics and logistics of a particular mineral's extraction influence policy choices and governance approaches to resource nationalism. This chapter also assesses contemporary considerations pertaining to resource nationalism—the Africa Mining Vision more generally and the Kimberley Process on conflict diamonds more specifically—and the extent to which their focus on regulation and natural resource extraction management is fair and just. The chapter concludes by exploring the implications of our findings in the context of emerging resource nationalism in the so-called ‘green minerals’ sector as part of the ‘just energy transition.’
