Equity by design in the European health workforce and medical education: a scoping review of ethical stewardship, interventions and indicators (2010–2026)

Europe increasingly staffs its health systems with internationally trained professionals, a substantial share originating from the 55 countries on the WHO Health Workforce Support and Safeguards List. Following the May 2026 amendment of the WHO Global Code of Practice, this scoping review maps how equity and ethical workforce stewardship are deliberately designed into medical education and health-workforce policy across the European region (EU, EHEA, WHO European Region), 2010 to the present. Conducted per JBI scoping-review methodology and reported per PRISMA-ScR, it charts concepts, interventions and indicators across five a priori domains, led by workforce stewardship, from six bibliographic databases and WHO/OECD/EU policy sources, with dual independent screening and charting.
