Conventional dwell time allocation strategies for phased array radars often rely on an idealized signal-to-noise ratio (SNR) model, that fails to account for coherent integration loss, leading to mismatched decisions in practical environments. To address this issue, we propose a robust dwell time allocation strategy that integrates an effective SNR model incorporating the effects of oscillator phase noise into a Bayesian Cramér-Rao Lower Bound (BCRLB)-constrained optimization framework. The resulting problem is solved via a decomposition method that yields an efficiently solvable, convex sub-problem for dwell time allocation. This approach ensures both tracking accuracy and computational efficiency. Simulations confirm that the proposed strategy outperforms the conventional approach, with a performance robustness that becomes more pronounced as phase noise increases.
