Climate-Smart Adaptive Management Framework for Coral Reef Restoration and Rehabilitation in Palau

This framework is designed to serve as a blueprint for safeguarding Palau’s coral reefs as they face an escalating climate crisis. While Palauan reefs have historically demonstrated resilience to climate change impacts, projections indicate that by 2030, extreme marine heatwaves may occur more frequently and more severely, likely disrupting natural recovery processes. Consequently, this framework establishes a proactive, "learning-by-doing" strategy that integrates knowledge on climate projections with ecosystem management, community resilience, and flexible governance. However, restoration practitioners must understand that these interventions are attempts to mitigate the effects of climate stress but do not address the climate stresses themselves, which can only be reduced through collaborative global action.The framework is divided into three parts. Part 1 proposes guidelines for coral reef restoration and rehabilitation interventions in Palau. This first part provides governance and permitting guidelines to empower state governments to regulate coral restoration through formal permitting and evaluation. Part 2 lists climate-smart considerations for coral restoration and rehabilitation. This second part details technical methods to enhance coral evolutionary adaptation by selecting and propagating stress-tolerant corals for restoration. Part 3 proposes actions that communities and governance can adopt to adapt to the changes that coral reefs will face due to climate change. This final part focuses on the stakeholders' communities and their social adaptation, the human dimensions of reef management, emphasizing that successful restoration is rooted in flexible governance, community ownership, and climate literacy.
