Identifying and Analyzing Resilience Aspects in the ISO 45001 Standard on Occupational Health and Safety Management Systems: A Mixed‐Method Approach

ABSTRACT ISO 45001:2018 is a global standard for occupational health and safety (OH&S) management systems designed to enhance workplace safety and organizational performance. Resilience, the capacity of a system to adapt to changes, is becoming essential for modern safety management. This study aimed to investigate the degree to which resilience aspects are covered in the ISO 45001 document. Using a mixed‐method approach, the study was conducted in two phases: content analysis of the ISO 45001 document and expert judgment evaluation. The first phase aimed to identify all resilience aspects in the clauses and subclauses of the ISO document. The second phase aimed to determine the degree to which each clause and its subclauses cover the resilience aspects by a panel of experts. The content analysis identified 16 resilience aspects, with monitoring, awareness, and anticipation being the most frequently covered and self‐organization, stakeholder engagement, and distributed responsibility the least. Expert evaluations revealed that while ISO 45001 moderately covers monitoring, awareness, anticipation, and management commitment, the inclusion of other resilience aspects remains limited. The findings suggest that ISO 45001 partially supports resilience but requires purposeful modifications to address gaps in resilience aspects such as flexibility, self‐organization, and learning culture. This study provides actionable insights to enhance the standard, bridging the gap between traditional safety management and the proactive, adaptive resilience paradigm.
