Purpose The Tasmanian Emergency Departments Network’s (TEDN) Clinical Excellence and Innovation framework (the ‘framework’) describes the process for embedding excellence in clinical care using a learning health system approach. The purpose of the framework is to realise clinical excellence through a sustainable, evidence based and patient centred approach. The framework should be utilised by all staff involved in both the direct and indirect provision of care to patients presenting to a Tasmanian public Emergency Department (ED). Background The provision of high-quality care in the ED relies on the seamless integration of evidence-based practice, clinical expertise, and patient values. Achieving this integration requires cohesion across many elements that culminate in the delivery of patient care. A learning health system represents an emerging paradigm that systematically fuses advanced research methods within the context of everyday care. Through this approach, current gaps, barriers and misunderstanding can be identified, understood and addressed with sustainable, evidence-based solutions. Framework The TEDN Clinical Excellence and Innovation Framework is conceptually structured based around Reid’s applied framework for integrating research into health systems. Given Reid’s emphasis on whole-of-system transformation, the foundational tenets have been restructured and integrated into this framework to align with operational and clinical priorities.
