To address growing regional demand for drinking water and enhance seismic resilience, Metro Vancouver is advancing the Stanley Park Water Supply Tunnel—an essential infrastructure project located beneath one of Canada’s most iconic urban parks. The project includes a 1,450 m long, 2,591 mm internal diameter water main, three shafts ranging from 35 to 50 m deep, and two new valve chambers, all connected by a 1,370 m long bedrock tunnel. Given the fixed nature of the tunnel endpoints, the project had no choice but to intersect land governed by two separate federal entities, each requiring distinct regulatory approvals. Imprecise property boundaries, evolving legislative frameworks, and limited public and regulatory familiarity with tunnelling projects further complicated the approval process. Securing permits and approvals took several years and was further impacted by the global pandemic, which constrained engagement with regulators, stakeholders, and First Nations groups. This paper explores how the project team navigated complex challenges during the early phases of the project, particularly within the multifaceted landscape of environmental, archaeological, regulatory, First Nations, and stakeholder considerations. The experience offers valuable insights into the evolving landscape of tunnelling in urban, culturally significant, and environmentally sensitive areas—where success increasingly depends on being able to navigate complex approval processes and incorporating the risks associated with these processes into a structured risk management framework.
