Small-state jurisdictions frequently face a constitutional dilemma that larger nation-states rarely encounter: reconciling deeply rooted traditional authority structures with modern constitutional governance. Rather than abolishing customary institutions, many small states have adopted hybrid constitutional frameworks that formally incorporate traditional leadership within legal systems. This research examines the concept of "constitutional weaving," a process through which customary authority and contemporary constitutionalism are deliberately integrated to foster stable governance arrangements. Through comparative analysis of selected small states such as Samoa, Lesotho, Bhutan, and Botswana, the study explores how customary governance mechanisms coexist with democratic institutions. It contends that hybrid constitutional systems can enhance legitimacy, strengthen political stability, and preserve cultural identity, while also raising critical questions about democratic accountability, human rights, and constitutional supremacy.
