Ethical Considerations in Modernizing Land Administration Systems

There is significant demand for digitalization of land information and transactions, often under the premise of ‘modernizing’ land administration. Whether transitioning from analogue to digital, or towards advanced technologies like 3D digital systems and data, change is occurring rapidly. Studies from fields such as science and technology studies and sociology of quantification have shown that digitalization comes with ethical challenges; yet there are limited studies that explore these issues in the field and discipline of land administration. This chapter contributes to this gap by proposing an ethical framework to inform practice as well as serve as a research agenda.
