Combining unmanned aerial vehicle (UAV) and satellite images with 5G technology for fast and accurate, deep learning provides a means of rapid measurement and evaluation in a disaster. It serves to allow for the rapid identification of flood-affected areas that can accommodate rescue and resource provision. A crucial element of disaster management and mitigation is rapid response and resource allocation, and flood area segmentation is just that. In this work, flood-affected locations were divided with UAV + satellite images using the U-Net model a type of deep learning architecture with high image segmentation accuracy. The encoder-decoder architecture of U-Net effectively classifies flood areas; it provides both coarse-grained spatial information and high-level contextual information. We used intersection over union (IoU) and dice coefficients to measure the model performance. The model even helps to separate out complex flood regions in challenging natural conditions where standard solutions fail. U-Net, as a powerful disaster reduction tool, observes floods in real time with advanced deep learning. Since floods will likely be more frequent as a result of climate change, the findings indicated that the U-Net model proves to be very powerful for the detection of floods and for improving its flood response approach as a solution.
