This chapter reflects on the theoretical implications of ‘quantizing geoeconomics’ for international economic law (IEL), taking (cyber)security governance as a laboratory—hence, a flavoured coffee is brewed ! The objective is to conceptualize cybersecurity governance in a data-driven economy for pluralistic reconciliation between (cyber)security protection and economic liberalization. It first establishes an ideal-typical taxonomy to reveal the two uncomfortable facts of dualistic classifications in existing cybersecurity governance scholarship. It then advances ‘quantizing geoeconomics’ as a parallel narrative that emphasizes the geoeconomics of innovation and the probabilistic nature of cybersecurity governance, moving beyond binary choices between (cyber)security and economy. By experimenting with quantum holographic ontology in quantizing geoeconomics on cybersecurity governance, this chapter sketches three approaches to institutional-level pluralistic reconciliation: designing a pluralistic governance model, identifying national autonomy as a governance anchor, and pursuing homeostasis in regulatory coordination across domestic, regional, and multilateral levels. The chapter presents an experiment in integrating a quantum worldview into international legal scholarship, encouraging scholars to reimagine the field, reflect the complexity of the geoeconomic order, and broaden its appeal across disciplines and generations.
