This introductory chapter brings three seemingly disparate terms together—international economic law (IEL), quantum, and geoeconomics. It proposes the book&s;s central question: how to understand the evolving economic-security dynamic in a polycrisis era, framed as an emerging geoeconomic order. It briefly explains why national security exceptions in IEL have become sites of acute tension, revealing limits of a neoliberal balancing act between two opposing values of risk (security protection) and reward (economic liberalization) and demands for an integrative art among risk, reward, and resilience. Drawing from the ‘quantum social sciences’ scholarship, the chapter sets out the book&s;s approach to the question: applying a quantum worldview—built from metaphysical assumptions of quantum entanglement, measurement, and holism—to the economic-security dynamic in IEL. It outlines the book&s;s coffee metaphor and its three-part structure, inviting readers to experiment with a conceptual, interdisciplinary approach to classical ambivalences of IEL.
