METHODOLOGICAL DOCUMENTATION: Derivation of the 12-Theme Digital Health Taxonomy and Three-Source Priority Triangulation, HealMe Project — CAPP/ISCSP, Universidade de Lisboa

The HealMe project ran from October 2022 to June 2024 at the Centre for Administration and Public Policies (CAPP), Institute of Social and Political Sciences (ISCSP), Universidade de Lisboa. Its central question: to what extent do official Portuguese digital health priorities align with the priorities expressed by peer-reviewed evidence and by health managers operating within the Portuguese National Health Service? The design is a three-source rank-based triangulation. Three independent sources each produce a priority ranking of the same 12 digital health themes: (1) the peer-reviewed literature corpus, represented by citation-weighted frequency of theme mention across 469 highly cited papers; (2) an official-document corpus of 173 Portuguese digital health policy documents, scored by frequency and prominence of theme mention; and (3) a structured survey of 47 Portuguese health managers, each of whom ranked the 12 themes by perceived strategic priority. Misalignment between source rankings is quantified by the percentile Relative Emphasis Asymmetry (REA). The 12-theme taxonomy is the shared analytical lens applied to all three sources.
