Scaling Small: Community-Led Collaboration and the Future of Diamond Open Access

Presentation delivered at the RLUK26 Virtual Conference: Stewardship in challenging times: the role of libraries in supporting civic society (Wednesday 25 to Friday 27 March 2026) as part of the session: Strengthening library resilience through collaboration. RLUK26 explored how libraries can adopt dynamic, inclusive, empathetic, and strategic approaches to successfully manage the myriad human challenges they face, embrace the contested nature of library spaces, and support world-class research. This presentation introduced the Open Book Collective (OBC) and the Open Journals Collective (OJC), both of whom are community-led initiatives creating sustainable Diamond OA models for books and journals, and discussed how both collectives operate and collaborate, offering transparent, non-profit alternatives to APC- and BPC-based systems. It outlined how OBC’s pooled Supporter Programmes enable libraries to fund scholar-led presses and infrastructures, and how the new OJC will support over 300 Diamond OA journals, emphasised the importance of participatory governance and the principle of 'scaling small', as well as highlighting libraries’ leadership as funders and co-governors shaping equitable, community-owned scholarly communication.
