Strategic Biodiversity Monitoring Governance Document (Phase III) – Recommendations towards harmonised biodiversity monitoring on transnational and national scales across Europe

This report presents the Phase III results of Biodiversa+ work on biodiversity monitoring in Europe. It analyses current monitoring systems across countries and identifies key challenges related to fragmentation, uneven coverage, limited interoperability and insufficient coordination at European scale. Building on previous phases of the partnership and on inputs from national experts, pilot activities and thematic networks, the report proposes options to strengthen coordination and improve the effectiveness of biodiversity monitoring. It outlines a multi-level governance model combining a European coordination function, National Biodiversity Monitoring Coordination Centres and thematic expert networks, with the aim of better connecting existing initiatives while preserving national specificities. The report also examines the conditions required to support a more coherent monitoring system. These include the definition of common minimum requirements for monitoring design and data, improved alignment between monitoring and user needs, the integration of novel technologies such as eDNA and remote sensing, and the development of sustainable funding approaches that support long-term data collection, coordination and infrastructure. In addition, the report identifies practical barriers to transnational monitoring, including administrative, legal and technical constraints, and discusses pathways to develop and scale up coordinated monitoring schemes across Europe. Overall, the report provides a structured analysis of current practices and sets out concrete options to improve the coordination, comparability and long-term sustainability of biodiversity monitoring in support of policy, research and environmental management at national and European levels.
