Knowledge and adoption of the GRADE Approach in Regulatory and Public Health Decision-Making Institutions at an International Level: A Scoping Review Protocol

Introduction: The Grading of Recommendations Assessment, Development and Evaluation (GRADE) approach is an internationally recognized framework for rating evidence certainty, yet its implementation in public health and coverage decisions faces distinct challenges. This scoping review maps the existing evidence regarding the knowledge, use, and implementation of GRADE by regulatory and public health institutions. The rationale is to inform the development of a tailored following survey for which aims to gather information on the knowledge and use of the GRADE method (including any facilitators and barriers) by institutions involved in regulatory and public health decision-making processes in Italy. Methods and Analysis: This scoping review will be conducted following the Joanna Briggs Institute (JBI) methodology for scoping reviews. The Preferred Reporting Items for Systematic Reviews and Meta-Analyses extension for Scoping Reviews (PRISMA-ScR) will guide reporting. A comprehensive search will be conducted across MEDLINE, EMBASE, and the Cochrane Library, supplemented by grey literature and reference snowballing. Titles, abstracts, and full texts will be screened by two independent reviewers. Data will be extracted using a tailored charting form and analyzed descriptively to map survey items including barriers, facilitators.
