Critical performance indicators of public infrastructure projects in the Fourth Industrial Revolution era: a study from Abuja, Nigeria

The impact of the disruption occasioned by the Fourth Industrial Revolution (4IR) on the performance of public infrastructure projects necessitated a re-examination of the criteria for evaluating project success. Adopting a project-based research approach, a random sampling technique was used to select 30 ongoing public infrastructure projects in Abuja, and a chain-referral technique was used to select 180 professionals who participated in the projects. Data collection was through a structured questionnaire, while data were analysed with descriptive and inferential statistics. Findings indicated that construction cost, sustainability, environmental impact and project quality were the critical performance indicators in the 4IR era in the study area. The most dominant impact of 4IR technologies on the performance of public infrastructural projects in the 4IR era is improved quality control. More findings showed that accountability and liability ambiguities were ranked as the most predominant challenge of integrating 4IR technologies into public infrastructural project management. The test of hypotheses implied a near unanimity in the rating of the respondents on critical performance indicators and the impact of 4IR technologies. The study recommended that government agencies should establish clear legal frameworks for data protection, digital accountability and liability issues in public projects using 4IR tools.
