To expedite the development of a new power system, ensure the equilibrium of power and electricity within the system, and stimulate user demand response, this study investigates air conditioning load regulation and its associated subsidy mechanism grounded in power supply assurance. Through an analysis of the current electricity pricing structure and the clustering of air conditioning loads, we conceptualize demand response and collaborative regulation forms alongside their subsidies. A mathematical model for subsidy calculation was developed, and a case analysis of peak shaving subsidies was performed based on various scenarios. Furthermore, we explore a subsidy mechanism for the collaborative regulation of air conditioning loads that is predicated on power supply assurance.
