Overview of the Targeted Free-Swimming Programme The Be Well initiative launched a Free-Swimming Programme (FSP) in Tower Hamlets in July 2024 to increase physical activity among underrepresented groups - particularly women and girls aged 16+ and men aged 55+. Participants register online for free access to designated sessions across four local leisure centres. The programme includes women-only sessions to address cultural and gender barriers, structured lessons for new swimmers, and plans for creche facilities to support mothers. Since launch, over 20,000 residents have registered, with women now making up 82% of users, demonstrating significant progress toward inclusion and public health goals. Why We Are Evaluating the Programme? After a year of delivery, the Council’s Public Health Division is commissioning an independent evaluation to assess the programme’s reach, effectiveness, and impact on health and wellbeing. The evaluation will identify barriers, facilitators, and variations in delivery, providing evidence to refine the programme, improve accessibility, and guide future investment to strengthen equity and participation.
