Understanding Trust and Usability Challenges in Encrypted Email Adoption Among Indonesian Government and Intelligence Professionals

Secure and encrypted email faces adoption challenges due to usability and trust issues, especially in government agencies and high-risk sectors. This paper investigates the relationship between usability and trust in encrypted email systems, focusing specifically on Proton Mail and Tuta Mail. A task-based survey involving$\mathbf{1 5}$government professionals from cybersecurity, intelligence, and taxation sectors was conducted to explore how usability and trust perceptions influence the acceptance of encrypted email. The findings reveal that while confidentiality and authenticity were highly rated ($4.87 / 5$and 4.80/5, respectively), trust in end-to-end encryption was notably lower (3.93/5). Usability, however, was generally favorable, with sending encrypted emails rated as easy (4.67/5), although key management emerged as a significant challenge. These findings underscore the need to enhance trust and transparency in encryption mechanisms for the widespread adoption of secure email systems. The paper emphasizes the importance of a trust-centric design in encrypted communication tools, as it can significantly improve both usability and trustworthiness. It also suggests that improving both usability and trust is essential for fostering the routine use of secure and encrypted email.
