HV Circuit Breakers in Extreme Electrical Conditions : Using the New Ampere-Second Criteria in Non-Standard Systems

Circuit breakers designed and tested under IEEE Std C37.04 / C37.09 and IEC 62271-100 assume electrical networks with a time-constant of 45 ms or less, minimum relay delays of 1/2-cycle and which are electrically ‘far’ from generators or large synchronous machines. Increasingly, systems have evolved which exceed these parameters and users struggle to properly apply circuit breakers with catalog and test data conforming to only these more moderate conditions. The most recent revisions to the cited IEEE and IEC standards have changed their testing methodology to provide results which assist in these applications and the IEEE Guide for applying high voltage circuit breaker, IEEE Std C37.010, encompasses this methodology. This paper explains the basis for these changes and provides practical examples on employing this new methodology.
