With the growing scale and complexity of networks, the need for real-time and fine-grained network monitoring is becoming increasingly critical. In this work, we propose a new insight into current In-band Network Telemetry (INT) approaches, which collects as much telemetry metadata by maximal-coverage passive INT and achieves low-bandwidth overhead using minimal-cost active INT. We propose Patrol, a max-min passive-active hybrid INT method designed for efficient global network telemetry in Software-Defined Networking (SDN). Patrol designs a maximal-coverage passive INT strategy and a minimal-cost active INT strategy. Using these strategies, Patrol achieves full telemetry coverage and lowbandwidth network telemetry. Patrol has been implemented on the Open vSwitch (OVS) to evaluate its performance. Evaluation results show that Patrol achieves 100% network coverage while reducing about 80.00% average bandwidth overhead compared with the existing hybrid INT method.
