The Role of Local Governance System in Development and Environmental Protection: A Case Study in Bombali District, Sierra Leone

This study examines the role of local governance systems in fostering development and environmental protection in Bombali District, Sierra Leone. Drawing on both qualitative and quantitative approaches, the research explores how decentralization, institutional capacity, and community participation influence local development outcomes. Primary data were obtained from local chiefs, civil society activists, ward committee members, and citizens, complemented by secondary literature and field observations conducted between August and October 2024. Findings reveal that Bombali District’s governance framework functions through multiple actors; however, participation by ordinary citizens in policy formulation and implementation remains limited. Although decentralization, as introduced through the 2004 Local Government Act, has enhanced local accountability and service delivery, persistent challenges, including inadequate financial resources, corruption, weak institutional capacity, and poor coordination between traditional and formal authorities, continue to undermine effectiveness. The study also identifies significant socioeconomic consequences arising from these weaknesses, such as poverty, unemployment, and poor infrastructure, which hinder sustainable growth and environmental management. Despite these constraints, community engagement and localized development initiatives have shown moderate success in improving transparency and responsiveness. The research concludes that strengthening fiscal decentralization, enhancing institutional capacity, and integrating environmental sustainability into local development planning are critical for effective governance. It recommends inclusive participation, anti-corruption mechanisms, and targeted investments in infrastructure and environmental programs to achieve sustainable development in Bombali District and Sierra Leone more broadly.
