This article aims to examine the connections between municipal public security policies and the right to the city in Brazilian municipalities. The study employs an applied, bibliographic-documentary, qualitative, and exploratory research approach on rights related to public security and others that constitute the right to the city, such as health, housing, basic sanitation, among others. The main results demonstrate that there is constitutional and legal provision for Brazilian municipalities to promote both public security and the right to the city, primarily through public policies. In this sense, the implementation of public security policies as instruments of Law No. 13,675/2018 can foster not only Public Order, by mitigating criminal and violent events, but also the rights that make up the right to the city, thereby promoting access by the most vulnerable populations to essential public services.
