On the Evaluation of Frequency-Forming and Voltage-Forming Capabilities of Power Converters

Grid-forming (GFM) control has been recognized as a promising solution for building power electronics-dominated power systems due to its voltage/frequency support capabilities. Currently, the analysis of GFM control primarily focuses on specific control structures, such as droop control and virtual synchronous generator control. However, it lacks quantitative criteria for evaluating the potential GFM capabilities of generic control structures. This paper approaches this problem from the perspective of power system strength. We describe system strength as the ability to maintain constant voltage at each node and demonstrate its relationship with small-signal stability and system robustness by analyzing closed-loop dynamics. Furthermore, we establish criteria to determine whether a power converter has GFM capability by examining its potential to enhance system strength. For practical applications, we further decompose GFM capability into voltage-magnitude-forming (V-FM) and frequency-forming (F-FM) capabilities across multiple frequency bands, enabling the coordination of different types of devices to jointly support power grids. Lastly, we present how to quantify the V-FM and F-FM capabilities of power converters.
