24. Environment and Climate Change Policy in the European Union

Despite its strong economic roots, the European Union has become an international leader in environmental protection. Environmental concerns have over time shifted from being a marginal aspect of the European integration process to one that routinely grabs news headlines. Unlike many other EU policy areas, action on both the environment and climate change has long generated relatively strong political support from EU citizens, although delivering commitments to achieve Europe-wide net zero emissions by 2050 and the broader European Green Deal has experienced pushback from affected industries (most notably farming). This chapter documents and explores the reasons behind the rapid transformation in the EU’s governing capabilities in these policy areas before focusing on the development of EU climate policies. It concludes by considering what policy challenges are likely to emerge in the environmental sector in the future.
