Evaluating the Economic Impact of Local Power Purchase Agreements on Industrial Energy Costs: A Case Study of German Industries

Power purchase agreements (PPAs) are increasingly adopted by industries to secure renewable energy while mitigating market price risks. This study evaluates the spatial and sectoral impacts of PPAs in Germany, focusing on wind energy. A scenario-based approach compares a market-based energy procurement model with a PPA scenario. The model uses open data of industrial load profiles and wind conditions to assess the economic implications of PPAs across regions and sectors. The results reveal significant geographic differences: companies in northern and western Germany achieve higher ownconsumption rates (up to 55 %) due to favorable wind conditions, compared to approximately 30 % in southern regions. Sectoral differences also emerge, with industries from sectors with a typically stable energy demand benefiting from risk mitigation under PPAs. Other sectors characterized by fluctuating energy demand, exhibit reduced PPA effectiveness.
