ORGANIZED CRIME AS A FACTOR OF SYSTEMIC THREATS TO THE NATIONAL SECURITY OF UKRAINE IN WARTIME CONDITIONS

Overcoming (minimizing) especially dangerous organized crime (genetically linked to corruption) is considered by the political leadership of Ukraine as one of the basic prerequisites for implementing the constitutionally enshrined course on European integration, forming a positive image of Ukraine in the world. Organized criminal activity poses a serious threat to the constitutional order, law and order and national security of Ukraine. Analysis of the activities of organized criminal communities by security scientists from the perspective of threats to national security gives grounds to state the following features of the destructive impact of organized crime on the state of national security of Ukraine in wartime conditions: the total nature of the negative impact of organized crime on the national security of Ukraine; the special destructive role of organized crime in the strategy and arsenal of modern unconventional (hybrid) wars; consolidation of the criminal environment, expansion and improvement of its international ties; provoking destabilizing and destructive political processes with the aim of undermining the functioning of the state system and the law enforcement system; infiltration of criminal elements into government bodies in the interests of lobbying for legislative and other decisions. Organized criminal activity poses a serious threat to the constitutional order, law and order and national security of Ukraine. According to the authors, the newest features of the phenomenon of organized and transnational crime in wartime and international military-political turbulence require indepth conceptual understanding. It is important to intensify special research on the scientific support of the investigation of crimes against the foundations of national security of Ukraine, terrorism, crimes in the field of state secret protection, as well as crimes against peace, security of humanity and international law and order.
