A Study on the Risk Identification and Management of Global Supply Chain Risks : Focusing on the Domestic Steel Industries

Recently, as uncertainty and vulnerability in the global supply chain have increased, it is necessary to identify risks and establish countermeasures considering the structure of the global supply chain. In particular, it is important to apply a risk management system and establish a response strategy for the steel industries among the various industries exposed to changes in the supply and demand of raw materials and the market environment. This study divided the domestic steel industry into four stages from the SCM perspective: procurement management, production management, inventory management, and logistics management, each of which was evaluated by deriving risk factors, and then compared and analyzed by supply chain stakeholders participating in the steel industry. Based on the result, it has been proposed supply chain risk management plans for the domestic steel industry. To this end, risk factors were selected through prior research and experts, and a survey was conducted on workers related to the steel manufacturing industry, logistics facility operation, logistics service, freight transport, public officials, and public institutions. As a result of the study, first, in the procurement management stage, companies argued that there is a need to diversify the importing countries of iron ore and raw material coal, and cited India as an example. Second, he insisted that the use of iron scrap should be increased in the production management stage, and further efforts should be made through the selection and classification of iron scrap and the removal of foreign substances to improve quality. Third, in the inventory management stage, it was very important for the steel industry to predict demand and sales in China. Like the United States, it was necessary to introduce a steel quota system in China. Fourth, it was argued that it was important to manage transport claims in the logistics management stage. To this end, a method of measuring the weight of bulk cargo was improved when importing raw materials to prepare for disputes and to prevent corrosion through reinforcement of binding and rust prevention work when exporting finished products. This study can help establish future policy measures and directions of support for the steel industry, which has recently fallen into a serious crisis.
