The Dynamics of No One Left Behind: Contestation of Pentahelix Actors in Sustainable Tourism Governance in the Coastal Area of Tanjung Bunga, Indonesia

Sustainable development has become a global agreement in driving world economic growth. Sustainable development pays attention to aspects of social, economic and environmental inclusion, as important elements in all development sectors, as well as the tourism sector. This study analyzes the dynamics of interaction between Pentahelix actors in sustainable tourism governance in the coastal area of Tanjung Bunga, South Sulawesi. Through the No One Left Behind (NOLB) approach, this research highlights the roles of five key actors-government, academia, business, community and media-in creating inclusive and sustainable tourism governance. The research used a mixed-methods approach, including in-depth interviews and questionnaires, to evaluate the level of participation, collaboration, and conflict among these actors. The findings of this study show that collaboration among pentahelix actors is still not optimal, and that local communities are often marginalized in the decision-making process until the conflict resolution stage. This study provides recommendations to strengthen community participation through training and intensive dialogue between actors to create a more equitable and sustainable tourism governance framework.
